Why This Isn't a Luxury Topic
Because waiting time on set is the norm. An actor who waits four hours in makeup and costume for their appearance needs a place for it — otherwise, they'll be sitting in the cold or in a common area where they can't stay focused.
Contractually
The size and amenities of the dressing room are stipulated in the contract for larger roles and are provided by the production management. Disputes rarely arise over comfort, but rather over allocation: who gets which trailer is a visible statement of the cast's hierarchy on set.
